Blue Light Safety Standards Just Got an Update: What It Actually Means

Blue light has been a lighting industry talking point for years, part science, part marketing, part genuine concern. This year, the conversation moved from opinion to standard. The Illuminating Engineering Society has approved an updated photobiological safety standard, and it gives contractors, designers, and buyers a clearer, more technical answer to a question that has mostly been debated in headlines until now.

What Changed

The Illuminating Engineering Society has approved an updated version of its photobiological safety standard, ANSI and IES RP-27, which governs how lighting products are measured and classified for optical radiation hazards, including the blue light portion of the spectrum. The update refines several technical details, including a new definition for angular subtense, improved measurement metrics, an updated spectral weighting function for assessing actinic radiation hazard, and new equations for retinal hazard calculations. In plain terms, the tools used to measure how much blue light exposure a fixture actually produces just got more precise.


What Photobiological Safety Actually Covers

This standard is not new, it has existed in earlier forms for years and covers far more than blue light. It applies to optical radiation hazards across a wide range of lamp types, from LEDs and incandescent sources to high intensity discharge and arc lamps, addressing UV exposure, blue light hazard to the retina, and thermal effects on skin and eyes. Every tested fixture gets classified into a risk group, ranging from exempt or RG0, meaning no photobiological hazard under normal use, up through RG1, RG2, and RG3 for products requiring more caution, clearer labeling, or specific usage instructions.

  • RG0 (Exempt) and RG1 (Low Risk): No special warning label required, covers the vast majority of general residential and commercial lighting
  • RG2 (Moderate Risk): Requires visible warning labels and usage guidance, more common in specialty or high intensity products
  • RG3 (High Risk): Requires explicit warnings and often installation restrictions, typically limited to specialized equipment like certain projectors or UV curing lamps

Should Homeowners Be Worried

For the average home or commercial space, the honest answer is no. The vast majority of general lighting products, including standard LED panels, downlights, and fixtures used in homes and offices, fall into the exempt or low risk categories and do not pose a photobiological hazard under normal use. The updated standard is mainly a precision upgrade for how labs test and classify products, not a signal that everyday lighting has suddenly become unsafe. Where it matters most is at the higher intensity end of the spectrum, specialty spotlights, certain horticultural lighting, high output architectural fixtures, and any product bright enough or concentrated enough to warrant a closer look.


Why It Still Matters for Contractors and Specifiers

For anyone specifying higher intensity lighting, whether that is retail accent lighting, stage and event fixtures, or high output spotlights, this update is a reminder to check risk group classification rather than assume every LED fixture is automatically safe simply because it is LED. A more precise measurement standard means testing labs can classify products more accurately, which in turn means the labeling buyers see should better reflect real world risk.
